Because the island of Marsada was founded as a safe haven to supernatural creatures of the water, its government was built with its citizens in mind. The island is reigned by a council of three, with one council member holding the stronger role of authority. Council members are elected by the citizens of Marsada and remain on their throne until they die.

Despite the titles they hold, such positions are not handed down generation by generation. Upon the death or departure of a council member, their title is open to anyone who is interested. Generally those who are familiar with the law (advisors, lawyers, etc.) are prime candidates, but anyone over the age of 500 can run.

EMPEROR/EMPRESS
The head of the council is referred to as the Emperor/Empress of Marsada and holds the highest title on the island. While all major decisions are voted on by all three members of the council, the emperor's vote serves as a tie breaker. Should it be needed, he/she can override another council member's decision if it keeps island safe and running smoothly. However such a decision would be made in agreement with the remaining council member. The emperor keeps the peace of the entire island and oversees the other members of council.

KING/QUEEN OF THE SHORE
The king/queen keeps the peace and rules over the actual land. They ensure its people are safe from outside sources traveling by flight. They make all decisions of authority that directly effect the land. Because this is directly effecting the land, the primary candidate would be one whose primary habitat is land-based.

KING/QUEEN OF THE DEEP
The king/queen keeps the peace and rules over the waters beneath the island's surface. They make all decisions of authority that directly effect the land. Because this is directly effecting the sea (and part of the ocean), the primary candidate would be one whose primary habitat is water-based.

ADVISORS
Each council member has three advisors that help make decisions in their respective reign. While the council members are elected, their advisors are often picked personally by the council member. It is an advisor's job to know the land and its rules so that they can help guide the council in their decisions. Advisors are looked upon as possible successors to their respective council member. While kings and queens must be over the age of 500, advisors can be as young as 200.

KNIGHTS
The island and its people is protected by knights. There are three groups of knights, each led by a commander. Knights ensure the land and waters are safe and work under the instruction of their king or queen. Because the island is relatively small, the number of knights are as well. At the moment, there are 8 slots open for each council member. If more interest is given in this role, we will open more slots in the future. While they do not specifically rule over a portion of land, they are paid handsomely for their duties and are highly respected by the people.
